UIT code (Unique Transport Registration Code)
Quick answer: Unique code issued by Romania's ANAF through SPV for every shipment declared in RO e-Transport, valid for the duration of the goods movement.
Key takeaways
- Domestic transport of high-fiscal-risk goods (Annex 1 of OUG 41/2022) with gross weight >500 kg or value >€2,000
- All intra-EU shipments (EU acquisitions and supplies) of physical goods, regardless of weight or value
- Transfers between own warehouses above the thresholds
- Imports and exports transiting Romanian territory
What the UIT code is
The UIT code (Unique Transport Registration Code) is the alphanumeric identifier automatically issued by Romania's ANAF through the RO e-Transport system after the shipment declaration is validated. The UIT confirms ANAF acknowledged the shipment and must accompany the goods on the entire route — printed on the accompanying note, on the CMR, or presentable electronically at roadside checks.
When the UIT is mandatory
Domestic transport of high-fiscal-risk goods (Annex 1 of OUG 41/2022) with gross weight >500 kg or value >€2,000
All intra-EU shipments (EU acquisitions and supplies) of physical goods, regardless of weight or value
Transfers between own warehouses above the thresholds
Imports and exports transiting Romanian territory
How the UIT is obtained
1. The operator (or WMS/ERP system) generates the e-Transport XML message with all required data
2. The XML is sent to the e-Transport API via [SPV](/en/glossary/spv-spatiul-privat-virtual) (OAuth2)
3. ANAF validates the data and issues the UIT code in under 60 seconds — or rejects the declaration with an error code
4. The UIT is printed on the accompanying note and on the transport documents
5. At roadside checks, ANAF/Police verify the UIT in real time against the central database
UIT code structure
The UIT has the format `3<year><month><day><sequence>` (e.g. `320260315A7B9C2D1E`). The code remains valid for 5 calendar days from issue; after expiry, retransmission is required.
Updates and cancellations
Declared data (quantity, vehicle, route) can be updated until receipt confirmation, but only through an update on the existing UIT — not by issuing a new code.
Penalties for missing UIT
Transport without UIT for mandatory goods: fine €2,000-€10,000 + confiscation of the goods' value
Expired or invalid UIT: fine €1,000-€2,000
Incorrect data: fine €1,000-€3,000
Failure to update after change: fine + tax evasion suspicion
Frequently asked
- How long is the UIT code valid?
- The UIT is valid for 5 calendar days from issue. If the shipment has not reached the destination in that window, a new declaration and a new code are required.
- Can I use the same UIT for multiple vehicles?
- No. Each consignment (per sender + recipient + vehicle) gets its own UIT. If you change the vehicle mid-route, you must update the existing UIT.
- What if ANAF rejects the shipment?
- SPV returns an error code. You correct the data and resend the XML. With Azuvio, pre-send validations keep rejection rates below 1%.
- How does Azuvio handle the UIT?
- Azuvio WMS/OMS auto-generates the XML at shipment confirmation, sends it via SPV API, receives the UIT and attaches it automatically to the note and CMR.
