What is Intrastat
Intrastat = a mandatory statistical declaration for companies performing intra-EU acquisitions or deliveries exceeding annual value thresholds (2026: 1,000,000 RON for arrivals, 1,000,000 RON for dispatches — check the current thresholds set by the local tax authority/INS).
The CN8 Code
CN8 = Combined Nomenclature 8-digit — the standard EU coding system for products. Every item in your nomenclature must have a correct CN8 code to be reported accurately.
Configuration in WinMentor
1. Item Nomenclature → Edit Item.
2. Locate the «CN8 Code» field (or «Intrastat Code» in some versions).
3. Enter the 8 digits (e.g., 22030000 for malt beer).
4. Save.
Pro Tip! Use the official «TARIC» online utility (managed by the tax authority) to search for the correct code per product. A frequent error is using a CN4 (4-digit) code — the statistical authority will reject the declaration.
Generating the Intrastat Declaration
1. Reports → Intrastat → Select the month.
2. Filter: Arrivals / Dispatches / Both.
3. Generate → Verify totals per CN8.
4. Export as .xml file (the format required by the authorities).
5. Submit via the official portal by the 15th of the following month.
Common Errors Rejected by Authorities
Invalid CN8 code (does not exist in the official nomenclature).
Missing net mass (many CN8 codes require mandatory net weight).
Incorrect partner country code (use the ISO 2-letter code: DE, IT, HU, not the full name).
Incorrect transaction nature code (standard code 11 for purchase/sale; 21 for returns).
Fines
Failure to submit Intrastat on time: 1,000-5,000 RON / declaration + potential for an in-depth statistical audit.
Conclusion
Intrastat is a monthly obligation that can be correctly configured in WinMentor with just 1-2 hours invested in the initial setup. Once configured, the declaration can be generated in just 15 minutes each month.
