Prodigy Software + e-Invoicing: how to avoid tax authority rejections (CIUS-RO semantic rules)
Prodigy generates syntactically valid UBL XMLs, but tax authorities often reject them on semantic grounds. A technical guide to 40+ CIUS-RO rules and how the Azuvio Smart Layer reduces rejection rates to <0.5%.

The Problem
Prodigy exports XML files compliant with UBL 2.1 + basic RO_CIUS standards. However, ANAF (the Romanian tax authority) applies 40+ semantic rules (BR-CO-*, BR-RO-*) that are not validated at the syntax level. Typical result: 4-9% of invoices rejected → manual corrections → disrupted cash flow.
Critical Rules (Top 12)
1. BR-CO-10: Sum of line amounts = total excluding VAT (rounding traps)
2. BR-CO-13: Total including VAT = total excluding VAT + total VAT amount
3. BR-RO-010: Supplier VAT ID must have RO prefix + valid check digit
4. BR-RO-050: Mandatory VAT exemption code for 0% VAT rates
5. BR-S-08: Article 294 exemption with exact textual mention
6. BR-IC-11: Intra-community trade — Buyer VAT ID validated via VIES
7. BR-AE-09: Reverse charge with correct reason code
8. BR-RO-080: Due date ≥ issue date
9. BR-DEC-14: Max 2 decimals per line, 2 per total amount
10. BR-RO-020: Mandatory B2B buyer tax ID
11. BR-S-09: 0% Intra-community VAT — VATEX-EU-IC exemption code
12. BR-CO-25: Referenced document ID (credit notes, corrections) must exist in the SPV system
The Smart Layer Solution
Azuvio Semantic Validator = A rules engine with 40+ checks executed before the SPV upload. Rules are versioned according to the latest tax authority changelogs.
Typical results: Rejection rates drop from 4-9% to <0.5%, processing time reduced by -65%.
