Context: Valid XML ≠ ANAF acceptance
NextUp generates UBL 2.1 XML files according to the schema. However, ANAF applies over 40 additional CIUS-RO (Core Invoice Usage Specification Romania) semantic rules that are not checked at the schema level. Typical result for SME/mid-market: 3-6% rejection rate.
Top 10 frequent semantic errors
1. BR-CO-10: Sum of allowances does not equal the sum of lines. NextUp may send files with a 0.01 rounding difference.
2. BR-CO-13: Total VAT per rate ≠ sum of VAT on lines with that specific rate.
3. BR-RO-A10: Buyer's RO VAT ID without the 'RO' prefix or containing spaces.
4. BR-S-08: Reverse charge invoice without the 'AE' VAT code on lines.
5. BR-IC-11: Intra-community delivery without the 'K' VAT code and missing the destination country code.
6. BR-CO-04: Invoice missing the contract reference for B2G (public sector) deliveries.
7. BR-DEC-12: Percentage discount applied without the base value being correctly specified.
8. BR-AE-08: Extra-EU export invoice without the 'G' code and missing the EORI reference.
9. BR-CO-25: Due date < issuance date.
10. BR-RO-080: ANAF payment type code (POS/transfer/cash) is missing or invalid.
The cost of rejections
For an issuer with 1,500 invoices/month × 5% rejection rate = 75 invoices/month to be corrected manually. At 20 min/invoice = 25h/month effort + penalty risks + affected cash flow (the client cannot record the invoice).
